
Most new study permit applicants now need a provincial or territorial attestation letter (PAL/TAL) confirming a spot under that province's cap allocation.
Canada introduced a cap on international student numbers, and as part of it most study permit applicants must include a provincial attestation letter (PAL) or territorial attestation letter (TAL). The province or territory where you will study issues this letter to confirm you have been assigned one of its available study permit spaces.
To get a PAL/TAL you usually need to accept your offer and pay tuition (in part or in full). The letter must be signed by the province or territory and include your name, date of birth, and address, and in most cases it must be used in the year it was issued. Applications missing a required PAL/TAL are typically returned.
