Companies registered with the Business Facilitation Unit can recruit third-country nationals as highly skilled employees provided they are paid at least the minimum gross monthly salary set by the scheme (commonly stated as 2,500 euros). At that salary level the company does not have to first prove there were no suitable Cypriot or EU candidates.
Employees paid below that threshold are treated as support staff, which is a separate category subject to a cap on numbers and to standard labour-market procedures. Confirm the exact current figure and your job classification against your offer letter before applying, because thresholds are reviewed periodically.
