A child can be adopted from a country that is party to the Hague Adoption Convention, or from a country with a bilateral arrangement with Australia.
An overseas adoption can be completed under the Hague Adoption Convention or under a bilateral arrangement between Australia and another country. Bilateral arrangements apply only to countries prescribed in Australian regulations.
In practice, only a small number of countries have operational intercountry adoption programs with Australia at any given time. Because the list and the operational status of programs can change, you should confirm the current arrangements with your State or Territory Central Authority before starting.
