A dedicated long-stay visa introduced by Law 22/2022 for non-EU nationals who work remotely for companies registered outside Romania, or who own such a company. It requires a high income relative to the Romanian average wage.
Romania's main route for employed non-EU workers: the employer first obtains a work permit from IGI, the worker then gets a long-stay employment visa (D/AM) at a Romanian mission abroad, and after arrival applies to IGI for a single permit combining work and residence.
Non-EU nationals who have lived legally and continuously in Romania for five years can apply to IGI for a long-term residence permit, which grants near-equal rights with Romanian citizens. Study and asylum periods do not count towards the five years.
Citizenship by naturalisation for long-term residents, and citizenship by restoration (redobândire) for people who lost Romanian citizenship and their descendants up to the third degree, who do not need to reside in Romania. Both now require Romanian language proficiency under 2025 reforms.

Allows non-EU family members of a qualifying sponsor (a resident third-country national, EU Blue Card or ICT holder, refugee, or a Romanian citizen) to join them in Romania. IGI first issues an endorsement, after which the family member applies for the D/VF visa.
