Malta Startup Residence Programme

A dedicated route for non-EU founders of innovative startups, run jointly by Malta Enterprise (which assesses the business) and the Residency Malta Agency (which handles residence). It targets sectors such as manufacturing, software, health, biotech, pharmaceuticals and life sciences, and offers a multi-year permit with extensions.

Who it's for

Non-EU entrepreneurs and core staff of an innovative startup wanting to establish and scale in Malta and the EU.

Key requirements

Innovative business in an eligible sector, assessed for viability by Malta Enterprise
Tangible investment and/or paid-up share capital of at least EUR 25,000
Founders, co-founders, core employees and their families may be included; applicants must be 18+ with a clean criminal record
Initial permit valid for 3 years, extendable (up to a further 5 years for founders and family)
