The core requirement for Dutch permanent residence is five uninterrupted years of legal residence with the Netherlands as your main home. During those five years you must have always kept a valid residence permit, extended it in time, and continued to meet its conditions.
Gaps, late extensions, or periods where you no longer met your permit's requirements can break the continuous-residence clock. Because the five years must be unbroken, it is worth keeping careful records of your permits and renewal dates throughout your stay.
