You must show you can speak and listen in French at NCLC level 5 or higher; you do not need to prove French reading or writing for this LMIA exemption.
Francophone Mobility is aimed at French-speaking workers settling outside Quebec, so the core requirement is oral French ability at Canadian Language Benchmark NCLC 5 or above for speaking and listening. You typically prove this with results from a recognised French test, although certain evidence of French-language education may also be accepted.
Reading and writing in French are not assessed for eligibility under this exemption, which makes it more accessible than some other French-focused programs. Even so, getting a valid test result that clearly meets NCLC 5 is the safest way to avoid delays or refusal.
