You can travel, but if your permit expires while you are abroad you lose temporary resident status and cannot work on return until a new permit is approved.
You are allowed to leave Canada temporarily while your PR application is in process. However, IRCC warns that if your work permit expires while you are outside Canada, or if you leave after it has expired, you lose your temporary resident status. If you then return as a temporary resident you will not be able to work until a new work permit is approved. You must also be physically in Canada with valid temporary resident status when an officer decides your BOWP, or the application may be refused, so plan any travel carefully around your permit dates and decision timing.
