The ICT Permit (Intra-Corporate Transfer) covers people moved within the same corporate group from a posting entity outside the EU to a receiving Finnish entity. You must be transferring as a manager, specialist or trainee, and your salary must meet the applicable Finnish collective agreement. No labour-market test is required. The permit is valid for up to three years for managers and specialists, and up to one year for trainees, and it carries short-term mobility within the EU.
For specialists and managers, the application qualifies for fast-track processing — about two weeks for most cases, with a three-month legal maximum. The first electronic permit fee is EUR 530.
This route is specifically for intra-group assignments; if you are being hired directly by a Finnish employer rather than transferred internally, a specialist or Blue Card permit would apply instead.
