EU long-term resident status is built on a track record of settled residence. The Immigration Office requires legal and uninterrupted residence in Belgium during the five years immediately before you apply.
Unless there are reasons of public order or national security, the status must be granted to non-EU nationals who meet the conditions and can demonstrate that five-year period. Because the clock is about continuous lawful residence, it is important to keep your residence permits valid throughout and to avoid long gaps.
