Malta blends standard EU migration routes with some of Europe's best-known investment-migration and remote-work programmes. Work and ordinary residence matters are handled by Identita through its Expatriates Unit, while the high-profile residence-by-investment and talent programmes are run by the Residency Malta Agency, with Malta Enterprise assessing startups. EU, EEA and Swiss citizens move freely; other (third-country) nationals need a residence permit.
For employment, Malta uses the EU Single Permit, the EU Blue Card for highly qualified staff, and a fast-track Key Employee Initiative for senior, high-salary roles. A standout route is the Nomad Residence Permit for remote workers earning from outside Malta. The signature investment route is the Malta Permanent Residence Programme (MPRP), complemented by the Malta Startup Residence Programme for innovative founders. Student permits, family reunification and EU long-term residence after five years round out the system.
Importantly, Malta's former citizenship-by-direct-investment scheme is no longer available after the EU Court of Justice ruled it unlawful in April 2025; existing citizenships remain valid, but you can no longer buy Maltese citizenship through a fixed contribution.
