It is Austria's main points-based work-and-residence permit, with tiers like Very Highly Qualified, Shortage Occupations, Other Key Workers, Graduates, Start-up Founders and Self-employed Key Workers. Most tiers score you on points; you need to clear the threshold for your tier.
The Red-White-Red Card (Rot-Weiss-Rot - Karte) is the centrepiece of Austria's skilled-migration system. Rather than one permit, it is a family of tiers, each aimed at a different profile. Most tiers use a points test that awards points for things like your qualifications, work experience, language skills and age. Very Highly Qualified Workers need at least 70 of 100 points; Skilled Workers in Shortage Occupations and Other Key Workers need at least 55 of 90. The Graduates tier, for people who studied in Austria, has no points test at all. Once you hold the card and have worked in a qualifying role for about 21 of 24 months, you can move to a Red-White-Red Card plus, which lets you work for any employer.
