
The TTOL is Finland's standard work permit for non-EU workers whose role does not meet specialist or Blue Card criteria. It has a lower minimum income limit but involves a partial labour-market test and a higher application fee.
The Residence Permit for an Employed Person (TTOL) covers non-EU workers in skilled trades, services, manufacturing and similar roles who have a job offer from a specific Finnish employer. You need confirmed employment, a gross monthly salary at or above the minimum income limit, and sufficient qualifications for the role. The defining feature is the availability consideration — a partial labour-market test — in which your employer must show that no suitable worker was available in Finland or the wider EU/EEA.
That extra step means TTOL applications are generally not on the roughly two-week fast track used for specialists and Blue Card holders. The first electronic permit fee is also higher, at EUR 750.
If your salary offer falls below the specialist threshold, the TTOL is usually the route that still works, since its income limit is lower. That said, if your role genuinely requires special expertise, it can be worth discussing a specialist classification with your employer first.
