You typically need a valid passport, proof you work remotely for a foreign company or your own business, evidence of sufficient income, health insurance valid in Croatia, a criminal record clearance and a Croatian address.
The core file proves three things: who you are, that your work qualifies, and that you can support yourself. A passport valid well beyond your intended stay, plus a contract or proof of self-employment with a non-Croatian company, covers identity and qualifying work.
You then add proof of financial means, health insurance that covers you in Croatia, and a legalized criminal record certificate. You will also need to provide a residential address in Croatia. Requirements can vary slightly depending on whether you apply at a Croatian embassy abroad or at a police administration, so check the route that applies to your nationality.
