Work permits obtained through the Global Skills Strategy are employer-specific (also called closed work permits). They authorise you to work for the named employer in the specified role, and often at a specific location, rather than for any employer.
If you want to change employers, you generally need a new offer of employment and a new work permit application before starting the new job. Because the route depends on the employer's GTS LMIA or qualifying exemption, switching jobs is not as simple as with an open work permit.
