Holding a valid Greek investor residence permit allows you to enter Greece and travel to other Schengen countries for short stays, generally up to 90 days in any 180-day period, without a separate Schengen visa.
The permit grants residence in Greece specifically; it does not by itself give you the right to live or work long-term in other EU/Schengen states. For longer stays or work in another country, you would need to follow that country's own immigration rules.
